多源流理论视域下欧盟终身学习政策变迁研究

Research on the Changes of EU Lifelong Learning Policy from the Perspective of the Multiple Streams Theory

欧盟终身学习政策相继经历了铺垫期、成长期、高峰期和深化期四个发展时期。运用多源流理论探寻欧盟终身学习政策变迁机理发现,问题源流凸显时代发展和待解决问题的变化,提供变迁基础;政治源流集聚多个欧盟一体化发展条约的签署和政策企业家的倡议,形成变迁环境;政策源流汇聚国际组织的推动和治理方式的转变,创造变迁依据。三个源流汇合开启政策之窗,推动了欧盟终身学习政策的变迁。

The EU lifelong learning policy has experienced changes in four development periods:Bedding period,growth period,peak period and deepening period.The changes of the EU lifelong learning policy based on the Multiple Streams Theory reveal that the Problem Stream highlights the development of the times and the changes of problems to be solved,and provides the basis for changes;the Political Stream gathers the signatures of many EU integrated development treaties and the initiatives of policy entrepreneurs to form a changing environment;the Policy Stream converges with international organizations to promote and transform governance patterns,and creates a basis for changes.The convergence of three streams opens the Policy Window and promotes the changes of EU lifelong learning policy.
