基于“在地性”与“协同性”的丘陵地区县域“双评价”模式探讨——以湖南辰溪县为例

“Double Evaluation”Mode to County in Hilly Areas Based on“Locality”and“Coordination”:A Case Study of Chenxi County,Hunan Province

"双评价"是国土空间规划开展的科学基础,更是协调开发建设与生态保护矛盾的重要抓手。文章首先回顾了目前"双评价"的研究基础,分析了当前"双评价"体系及方法上的不足。其次,提出了基于"在地性"和"协同性"的丘陵地区县域"双评价"模式,梳理了两者的逻辑关系,构建了适应地区特点的"双评价"框架体系,并以湖南省辰溪县为例进行了实证演绎。最后,从开发潜力分析、三区三线优化、信息化平台建设等三个方面对"双评价"在国土空间规划工作中的"应用性"进行了探索和归纳。

Evaluation of resource and environment carrying capacity and suitability of land space development(hereinafter referred to as double-evaluation),is the scientific base of land space planning,as well as the tool of coordinating the contradiction of construction and ecological protection and implementing the policy of Ecological Civilization.Firstly,this article reviewed the present research basis of double-evaluation,meanwhile analyzing the deficiency of system and method of double-evaluation.After that,the"double evaluation"model based on"locality"and"coordination"was constructed,and the core problem of"double evaluation"in county in the southern hilly areas was sorted out in"locality";The logical relationship of evaluation,reasonable selection of evaluation factors and technical methods,the construction of a scientific"double evaluation"framework system to adapt to regional characteristics,and an empirical interpretation of Chenxi County,Hunan Province.Finally,from the aspect of developing potential,three areasthree line and informatization platform,it explored and conclued the application of double-evaluation in land space planning.
