东北地区战略性新兴产业与传统产业融合发展研究——基于动态演化博弈模型分析

Research on the Integration and Development of Strategic Emerging Industry and Traditional Industry in Northeast China--Based on the Analysis of Dynamic Evolution Game Model

本文以东北地区战略性新兴产业与传统产业融合发展为现实基础,以二者在产业链创新链接中的技术创新成本归属为理论着力点,构建传统产业与战略性新兴产业的动态演化博弈模型,探讨在政府参与下区域经济中战略性新兴产业与传统产业创新链接的内在机理。结果表明,传统产业通过技术创新主动与战略性新兴产业缔结创新链接关系是最优均衡策略,可以实现培育战略性新兴产业和转型升级传统产业的双重任务,其中,传统企业技术创新成本和政府激励措施强度是决定演化均衡的重要影响因素。在此基础上,本文重新定位了政府与企业在东北地区传统产业与战略性新兴产业融合中的角色,并提出了促进产业链创新链接的政策建议。

Based on the integration of strategic emerging industry and traditional industry in Northeast China,this paper takes the adscription of the technological innovation cost in the innovation chain as the theoretical focus,and builds a dynamic evolutionary game model of traditional industry and strategic emerging industry to explore the internal mechanism of the innovation link in the regional economy with government participation. The results show that the initiative of traditional industry to establish linkage relationship with strategic emerging industry through technological innovation is the optimal equilibrium strategy,which can realize the dual tasks of cultivating strategic emerging industry and upgrading traditional industry,and the cost of traditional enterprise technology innovation and the intensity of government incentives are important factors in the equilibrium of evolution. On this basis,this paper repositions the role of government and enterprises in the integration of traditional industry and strategic emerging industry in Northeast China,and proposes policy recommendations to promote innovation link in the industry chain.
