培育应急“第一响应人”的止损价值与措施

Significance and measures of cultivating"first responders"for prompt prevention of losses in major emergencies

重大突发事件的发生难以预料、后果极其严重。应急响应主体中“第一响应人”及时有效的止损行动有利于控制或尽量阻止突发事件的恶化,并阻止事件损失扩大。可通过明确设定应急预案中的“第一响应人”职责,加强应急管理主体止损观教育,加强领导干部应急响应素质教育,努力营造“第一响应人”主动作为的新型制度环境,精准落实突发事件应对的法律责任等措施,培育利用好“第一响应人”,及时有效止损重大突发事件。

Major emergencies are difficult to be predicted and may lead to extremely serious consequences."First responders"can play a timely and effective role in preventing losses or control and prevent the deterioration of the emergency in response."First responders"can be brought into full play in prompt prevention of losses from major emergencies by clear setting their roles in emergency plans,instilling such an awareness as timely prevention of losses among more agents of emergency management,strengthening the emergency response education of leading cadres,striving to create a new system to stimulate"first responders"to take initiative in emergencies and implementation of targeted accountability system,thus cultivating and making good use of“first responders”to prevent loss in major emergencies.
