“十四五”时期海关制度创新和治理能力建设的初步思考

Preliminary Thinking on the Innovation of Customs System and the Construction of Governance Capacity in the Period of the"14th Five-Year Plan"

海关制度创新和治理能力建设是国家治理体系和治理能力现代化的重要组成部分。当前海关法律法规制度体系不健全,改革的系统性、整体性、协同性还有待加强,维护国门安全的能力亟须进一步提升,党的建设也存在较大短板。倪岳峰署长指出,必须把制度建设摆到更加突出的位置,更好地融入国家治理体系和治理能力现代化大局。笔者建议应发挥党建引领作用,完善法律法规制度体系,以改革推动制度创新,健全海关监管制度体系,优化口岸营商环境,培育外贸发展新动能,推进国际合作体系建设,优化干部队伍建设制度体系,以期为提升海关监管制度创新和治理能力提供一定参考。

Customs system innovation and governance capacity building are important part of the modernization of the national governance system and governance capacity.The current customs system of laws and regulations is not sound,the systemicity,integrity,and coordination of reforms still need to be strengthened,the ability to maintain national security also needs to be further improved,and party building also has major shortcomings.Director NI Yuefeng points out that system construction must be placed in a more prominent position and better integrated into the overall situation of the national governance system and modernization of governance capabilities.The author suggests that the leading role of party building should be played,laws and regulations should be improved,system innovation should be promoted through reform,customs supervision system should be improved,port business environment should be optimized,new drivers of foreign trade development should be cultivated,international cooperation system construction should be promoted,and cadre team construction system should be optimized in order to provide a reference for improving the innovation and governance capabilities of the customs supervision system.
