甘肃省知识产权战略实施绩效评估指标体系研究

Research on Performance Evaluation Index System of Intellectual Property Strategy Implementation in Gansu Province

知识产权在经济社会发展中的地位和作用日益突出,也是决定一国发展进程的战略性资源和核心要素,成为了各国综合国力提升的原动力与核心竞争力。基于对甘肃社情和省情的考量,从《深入实施甘肃省知识产权战略行动计划(2015—2020年)》的总体要求、主要行动、基础工程等方面出发,梳理了甘肃省知识产权战略实施成就与困难。从知识产权创造、运用、保护、管理、服务能力和综合效益六个维度对知识产权战略实施绩效进行定量分析和定性分析。建立了由6个一级指标,17个二级指标,90个三级指标组成的甘肃省知识产权战略实施绩效评估指标体系。以期能够助力于提高甘肃省经济竞争力,推进甘肃省全面建成小康社会。

Intellectual property plays an increasingly prominent role in economic and social development.It is also a strategic resource and a core element in determining a country’s development process,and has become the driving force and core competitiveness of a country’s overall national strength.Based on the consideration of the social situation and provincial situation,the achievements and difficulties in the implementation of the intellectual property strategy were sorted out from the general requirements,major actions and basic projects of the Action Plan for the In-depth Implementation of Intellectual Property Strategy of Gansu Province(2015-2020).The performance of implementation of intellectual property strategy is analyzed quantitatively and qualitatively from the dimensions of intellectual property creation,application,protection,management,service ability and comprehensive benefit.A performance evaluation index system for the implementation of intellectual property strategy is established with 6 first-level indicators,17 second-level indicators and 90 third-level indicators,in order to help improve the economic competitiveness of Gansu province and build a moderately prosperous society in all respects.
