新疆发电侧光伏储能试点项目在现行政策下经济性分析 被引量:4

摘要 储能能够为电力运行提供调峰、调频、备用、黑启动、需求响应支撑等多种服务,是提升传统电力系统灵活性、经济性和安全性的重要手段。在电源侧采取响应速度快、稳定性高、具备随时启动能力的储能系统,提高机组运行稳定性和故障快速恢复能力,在短时间内提供足够的有功功率动态支撑,降低系统崩溃的风险。在现行政策下,新疆发电侧光伏储能试点项目,以南疆地区某光伏项目为例,核准电价为1元/kWh,配置基准方案3 MW/6 MWh规模的储能,可将光伏电站弃电率降低至11.10%,资本金财务内部收益率达到12.07%,本项目在新疆发电侧光伏储能试点现行政策下可行。 Energy storage fulfills various functions such as peak shaving,frequency modulation,backup,black start,and demand response support for power operation.It is an important means to improve the flexibility,economy and safety of traditional power systems.On the power supply side,an energy storage system with quick response,high stability,and ability to start at any time is adopted to improve the stability of the unit and the ability to quickly recover from faults,provide sufficient active power dynamic support in a short time,and reduce the risk of system breakdown.Under the current policy,as for the Xinjiang power generation-side photovoltaic energy storage pilot project,taking a photovoltaic project in southern Xinjiang as an example,the approved electricity price is 1 yuan/kWh,and the benchmark plan adopts 3 MW/6 MWh energy storage,which can reduce the power abandonment rate of photovoltaic power plants to 11.10%,and the financial internal rate of return of capital reaches 12.07%.This project is feasible under the current policy for Xinjiang generation side photovoltaic energy storage pilot projects.
