大数据时代用户个人信息安全所承担的风险是前所未有的。近年来,随着互联网+各种服务应用的普及,APP已经逐渐成为个人信息安全问题频发的重灾区。通过对APP用户个人信息安全保护现状进行分析,发现其正面临着诸多困境,其中包括APP隐私政策编写要素的规范问题、违规违法收集行为的有效监督问题以及APP运营者责任意识的淡薄问题。为了更好地保护用户个人信息安全,在规范问题上,建议构建一套完整的APP隐私政策合规审查操作指南;在监督问题上,建议采取政府监管、行业自治和用户检举三者相结合的制度健全机制;最后在APP运营者责任意识薄弱问题上,建议应强化“信息地位对等”“用户个人信息权”等观念。

In the era of big data,users'personal information security risks are unprecedented.In recent years,with the popularity of Internet+various service applications,APP has gradually become a disaster area with frequent personal information security problems.Through relevant investigation and analysis of security protection of users'personal information,it is found that users are facing many difficulties,including the standardization of APP privacy policy writing elements,effective supervision of illegal collection and weak sense of responsibility.In order to better protect the security of users'personal information,it is suggested to build a complete set of APP privacy policy compliance review operating guidelines in terms of specifications.In terms of supervision,it is suggested to adopt a sound system combining government supervision,industry autonomy and user reporting.Finally,in terms of weak sense of responsibility,it is suggested that the concepts of"information status equivalence"and"users'right to personal information"should be strengthened.
