The value research and practice exploration of digitalization of government data supply chain

政府数据供应链中产生大量可利用、可开发、有价值的数据,做好数据开放共享、提升社会数据资源价值的同时,还需要加强数据资源整合和安全保护,充分利用云计算、大数据、区块链等新理念、新模式、新方法,整合数据链,并进行融合创新,激活数据价值,赋能治理变革、服务升级和经济转型。文章首先给出基于区块链的政府数据供应链的设计思路,然后以公共资源数据供应链“互联网+金融”创新应用为例,给出联盟链服务平台、金融服务平台、电子签约服务平台的建设方案;最后通过授权访问智能合约应用范例,将OAuth2.0授权协议、数字信封、数字签名、区块链等技术融合,保障数据资产交易安全。

A large amount of usable,developable,and valuable data is generated in the government data supply chain,strengthen data sharing and enhance the value of social data resources.At the same time it is also necessary to strengthen data resource integration and security protection,and make full use of cloud computing,big data,and districts.New concepts,new models,new methods such as blockchain,integrate data chains,and carry out fusion innovation to activate data value,empower governance reform,service upgrades,and economic transformation.The article first gives the design idea of the government data supply chain based on the blockchain,and then takes the innovative application of the public resource data supply chain"Internet plus Finance"as an example to give the alliance chain service platform,financial service platform,and electronic contract service platform.Construction plan;Finally,through authorized access to smart contract application examples,OAuth2.0 authorization protocol,digital envelope,digital signature,blockchain and other technologies are integrated to ensure the security of data asset transactions.
