An overview of Japan’s policy measures to promote the flow of Human Resources in Science and Technology in recent years

日本“科技立国”的口号由来已久,并一直将人才战略置于科技战略中的重要地位。由于本国的科技人力资源逐渐匮乏,通过科技人力资源的流动来促进自身社会经济发展,成为日本近年来制定科技人力资源政策的主要原则。本文从促进科技人力资源流动的基本政策、吸引国外科技人力资源的主要政策举措、助力本国科技人力资源流动的相关政策举措三个方面,介绍了近年来日本的人才流动相关政策举措。

Japan has put forward the slogan of"building a country with science and technology"and has always placed talent strategy at an important position in the overall science and technology strategy.As the country's science and technology human resources are gradually scarce,promoting its own social and economic development through the flow of science and technology human resources has become the main principle of Japan in formulating science and technology human resources policies in recent years.This paper introduces Japan’s policies and measures concerning the flow of human resources in science and technology in recent years from three aspects:basic policies to promote the flow of human resources in science and technology,the main policy measures to attract foreign human resources in science and technology,and related policies and measures to facilitate the flow of human resources in science and technology in the country.
