英国中小学教育惩戒:动因、举措及特征 被引量:2

British Primary and Secondary Education Punishment: Motivation, Measures and Characteristics

摘要 在英国的中小学教育惩戒发展过程中,形成了许多值得借鉴的经验和特点。由于学生干扰教学的失范行为日益严重,儿童青少年校园欺凌及暴力行为日渐增加,适当的教育惩戒措施对规范学生行为产生了积极影响,因此英国越来越重视中小学生的教育惩戒。英国中小学教育惩戒的实施分为三个层面:政府层面,颁布教育惩戒相关法律法规;学校层面,制定学生行为准则;教师层面,合理规范地执行惩戒措施。英国中小学教育惩戒体现出以人为本、较好平衡教师惩戒权和学生合法权益、家校合作等特征。 In the process of the development of England primary and secondary education punishment, there are many experiences and characteristics worth learning. Due to the increasingly serious misconduct of students’ interference in teaching, and the increasing bullying and violence act of adolescents on campus, appropriate education and disciplinary measures on regulating students’ behaviors have had a positive impact. Therefore, the UK pays more and more attention to the education and disciplinary of primary and secondary school students. The implementation of education punishment in primary and secondary schools in England can be divided into three levels: government level, enacting laws and regulations on education and punishment;school level, formulating student code of conduct;teacher level, reasonable and standardized implementation of punishment measures. British primary and secondary education punishment embodies the characteristics of people-oriented, better balance of teachers’ punishment rights and students’ legitimate rights, home school cooperation and so on.
