科技馆免费开放评估的总体思考

全国科技馆免费开放政策至2019年底已实施5年,有219家科技馆向社会免费开放。为全面掌握我国科技馆免费开放相关政策的落实情况,了解免费开放科技馆制度建设、运营管理、公共服务、资金使用以及取得的成效等情况,有必要对全国科技馆免费开放以来的实施情况和综合成效进行客观的评价。本文在梳理相关文件和研究成果的基础上,提出了科技馆免费开放评估的总体设想、具体内容、评估角度和评估方法,并从相关政策制定与实施评估、开放运营管理评估、实施成效评估等方面对科技馆免费开放评估的具体内容进行了较为详细的研究探讨。本文研究成果对于更加有效地开展科技馆免费开放评估工作,推动科技馆免费开放事业向纵深发展有一定的指导意义。

The policy of free admission to science and technology museums has been carried out for five years until the end of 2019,and now there are 219 science and technology museums open to the public for free.It is necessary to objectively evaluate the implementation situation and comprehensive results of free admission to science and technology museums in China in order to fully grasp the implementation of the relevant policies,and understand the institutional improvement,operations management,public services,use of funds and the overall effect.Based on literature review,this paper puts forward the general idea,specific content,evaluation angles and evaluation methods of free admission to science and technology museums.Besides this paper makes a detailed discussion on policy-making and implementation,management evaluation,and implementation results of free admission to science and technology museums.This paper has great guiding significance for carrying out the evaluation of free admission to science and technology museums more effectively and further deepening the development of free admission to science and technology museum.
