摘要 复杂多变的国际形势和新一轮的科技革命在为我国的科技事业提供机遇的同时又带来了严峻挑战。当前我国关键科技领域的“卡脖子”技术,不仅阻碍我国从科技大国迈向科技强国,而且严重威胁着我国科技安全,进而影响我国总体国家安全。因此,努力提高关键科技领域的技术创新能力,成为维护关键科技领域安全的当务之急。要解决关键科技领域存在的整体发展失衡、自主创新能力弱、基础研究薄弱、管理体制不健全等问题,除了在健全科技管理体制与法律法规、加大关键科技领域的投入和加强科技人才的引育下工功夫之外,科协作为连接政府、科技工作者与民众之间的桥梁,应在其中扮演枢纽角色并发挥关键作用。 It brings not only opportunities,but also serious challenges to our country's science and technology fields at the same time by complicated international situation and a new round of technological revolution.Currently,the obstacle of development in the field of key science and technology has not only become a stumbling block on the road of our country in growing to a strong nation in science and technology,but also become a serious threat to national security.Therefore,efforts to improve the key science and technology innovation ability has become the priority to safeguard national security.In order to solve the imbalanced development of key science and technology,weakness of independent innovation ability and basic research,imperfect management system and other issues,we need to improve the management system of the laws and regulations of science and technology fields,strengthen the investment of key science and technology fields and education of scientific technological talents.In addition,China Association for Science and Technology as the connection bridge between government,talents and the public,shall play a pivotal role in keeping national security of key science and technology.
