单位制社区内部异质性与社区治理——以北京市某社区为例

Heterogeneity within Danwei community and community governance——A case study based on a community in Beijing

本文以北京市一个单位制社区为例,从住房视角剖析单一社区内部异质性现状及其与社区治理的关系。研究发现:首先,单位制社区内部存在房改房、二手商品房、市场租房、承租房四类住房使用形式,内部异质性明显;其次,由于住房使用方式不同,各类群体在社区公共管理方面的责任认知与履行情况方面存在差异,这是单位制社区管理失序的重要原因。单位制社区内部异质性的发现拓展了对社区异质性议题的研究,即单一社区内部的异质性在增强。这表明转型时期城市居民利益更加复杂,对社区精细化治理提出新挑战。

This paper takes a typical unit system community in a megacity as an example to explore the internal heterogeneity of a single community,and the relationship between internal heterogeneity of a single community and community governance.The study finds that,first,the heterogeneity of community is visible in the styles of housing includes Fanggaifang,second-hand commercial housing,rent house by market,rent housing by welfare.Second,further research shows that,the responsibility for community governance is different among these groups,including cognition of responsibility and responsibility performance,which is an important reason for the disorder management problem of unit system community.The heterogeneity within a single community has expanded the study of community heterogeneity issues,in other words,the heterogeneity within a single community is also increasing.This shows that the interests of residents in the social transition period are more complicated,which poses new challenges to the precise governance for community.
