农村教育投资减缓农村贫困具有空间溢出效应吗?

Does Rural Education Investment on Poverty Alleviation in Rural Area Have Spatial Spillover Effect?

本文基于2004-2018年中国省级面板数据,综合运用空间计量分析方法,检验我国农村教育投资对贫困减缓的影响。结果表明,农村贫困与农村教育投资具有明显的空间相关性,农村教育投资的减贫作用显著且存在空间外溢效应。农村教育投资不仅仅能有效减缓本区域贫困,同时也对相邻省份和地区的贫困起到一定的抑制作用。这有助于解释一些地区农村教育投资增长率与贫困减缓不一致的现象。此外,经济水平、基础设施投资、市场化程度和对外开放等抑贫因素也表现出了不同的直接效应和间接效应。本文结论为促进农村教育投资的合理配置与利用,巩固抑贫减贫成效提供政策启示。

Based on the provincial panel data of China from 2004 to 2018,this study examines the impact of rural education investment on poverty alleviation by using spatial econometric analysis.The results show that rural poverty and rural education investment have obvious spatial correlation,and the role of rural education investment in poverty reduction is significant and there is a spatial spillover effect.Rural education investment not only affects the poor groups in the region,but also plays a certain role in inhibiting poverty in neighboring provinces and regions.This also helps to explain the inconsistency between the growth rate of rural education investment and the poverty alleviation rate in some areas.In addition,the economic level,the degree of marketization and the opening up to the outside world also show different direct and indirect effects.The conclusion of this paper provides policy enlightenment for promoting the rational allocation and utilization of rural education investment,as well as consolidating the effect of poverty reduction.
