The Trajectory of Japanese Welfare Economic Thought

日本的福利经济思想萌芽于明治维新以后,它的发展轨迹经历了三个大的阶段,即明治维新初期到二战结束的近代阶段、战后重建到福利国家全面建成的现代阶段、20世纪90年代经济衰退至今的当代阶段。福利经济思想的发展过程与日本不同时期的经济社会发展状况以及国家福利制度建设紧密相连,因此,它是反映日本自近代以来社会经济史的一面镜子。日本福利经济思想在借鉴西方经验和融合本国传统中形成,它在国家福利制度建设和福利立法过程中发挥了重要作用。我国在经济社会发展过程中也存在一些和日本类似的问题,因此,日本福利经济思想的理念和主张也值得我国学习和借鉴。

Japanese welfare economic thought sprouted in the Meiji Restoration.Its evolution trajectory has gone through three major stages:1.from the beginning of Meiji Restoration to the end of World WarⅡ,2.from the post-war reconstruction to the comprehensive construction of a welfare state,and contemporary stage from the economic recession of the 1990s to the present.The evolution of the welfare economic thought is closely related to the economic and social development of Japan and the construction of the national welfare system.Therefore,it is a mirror which reflected the social and economic history of Japan.Japan’s Welfare Economic Thought has borrowed Western experiences and integrated domestic tradition.It played an important role in the construction of national welfare system and welfare legislation.China has some similar problems with Japan,therefore,the ideas and propositions of Japan’s welfare economic thought are worthy of studying.
