民生保障支出与社会秩序、社会活力关系的实证分析——兼论我国社会治理的政策思路

An Empirical Analysis of the Effects of Social Expenditure on Social Order and Social Vitality:On the Policy Thoughts of Social Governance in China

确保社会既充满活力又和谐有序是我国社会治理的重要政策目标,二者相互促进,而保障民生是我国加强和创新社会治理的一条重要政策思路。基于2008~2016年全国省级面板数据的分析显示,人均民生保障财政支出,特别是社会保障和就业、社区事务类支出的上升对犯罪发生起到抑制作用,社区事务类支出的增加可显著提升社会自组织程度与社会捐赠水平。此外,公共安全类支出的增加显著提升社会自组织的程度,而一般公共服务财政支出的增加对社会自组织程度有显著负向影响。这些发现的重要启示是,应坚持在保障和改善民生中加强和创新社会治理,高度重视社会保障与就业的稳定器作用以及社区事务的撬动载体作用,更加注重政府部门与社会部门间、社会管理部门与民生服务部门的协同,更加注重社会秩序与社会活力的平衡。

Social order and social vitality are the two dimensions of policy goal of social governance in China,and guaranteeing people’s livelihood is an important policy way to strengthen and innovate social governance in China.Based on the modeling analysis of provincial level panel data from2008 to 2016,we found:increase of per capita social expenditure,especially in social security and community affairs,can restrain crime rates;increase of expenditure on community affairs can significantly improve the degree of social self-organization and the amount of social donation;increase of expenditure on public security can also significantly improve the degree of social self-organization,while the increase of expenditure on general public services has a significant negative impact on the degree of social self-organization.These findings tell us to strengthen and innovate social governance,we should adhere to the development and improvement of people’s livelihood,attach great importance to the role of social security,employment as well as community affairs.What’s more,we should pay more attention to the coordination between government and society,social management and social service,and the balance between social order and social vitality.
