Strategies for Improving the Loading Operation Safety Management of the Industrial Lines at Sijiaying Station

为了切实加强司家营站专用线货物装车作业安全管理,提高列车上线运行安全保障能力,阐述司家营站专用线货物装车作业管理现状,针对在货物装车作业中存在的车站装车作业安全管控不足、车站结合部管理存在漏洞、装车作业不当引发安全隐患、车体不良发生衍生风险等安全问题,本着人防、物防、技防保安全的理念,从装车前、装车中、装车后发车前、发车后4个环节提出司家营站专用线货物装车作业安全管理对策,以提高车站装车作业质量,减少运输安全隐患,降低司家营站专用线货物装车、运输安全风险,为铁路车站及专用线货物装车作业安全管理提供参考。

To strengthen the loading operation safety management of Sijiaying station and improve the train operation safety,this paper presents the current status of loading safety management at Sijiaying station and analyzes the safety risks such as poor safety control on loading operation,system vulnerabilities of interfaces,improper loading operations,hazardous car,etc.On the concepts of protection by human,material,and technology,the strategies for improving the loading safety management of the industrial line are proposed in terms of four stages:before loading,loading,loaded before departing and after train departure,with the purpose of improving the loading quality,reducing the safety risks and providing a reference for loading operation safety management at railway stations and the industrial lines.
