公立医院党风廉政建设网格化管理的实践与探讨

探讨“医院党委-党支部-科室”三级网格化监督管理模式在公立医院中的应用效果。以科主任/支部书记主体责任意识变化、行使公权力人员拒收“红包”人次占比及不合理用药处方占比作为评价指标,对三级网格化监督管理模式实施前后进行比较。实施三级网格化监督管理模式后,科主任/支部书记主体责任意识不断加强,行使公权力人员拒收“红包”人次占比、不合理用药处方占比均下降。采用三级网格化监督管理模式,通过整合监督力量,真正实现全方位监督,使医院政治生态和行业作风呈现持续向好趋势,助力清廉医院建设。

This article discussed the effect of the"hospital party committee-party branch-department"three-level grid supervision and management mode in public hospitals.Evaluation indicators included the change of subject responsibility consciousness of the section director(or branch secretary),the proportion of people rejecting"red envelopes"in those who exercised public authority,and the proportion of unreasonable medication prescriptions,and they were compared before and after the three-level grid supervision and management mode was implemented.After the implementation of the mode,the chief director(or branch secretary)'s awareness of the subject responsibility was continuously strengthened.The proportion of people rejecting"red envelopes"in those who exercised public authority and the proportion of unreasonable medication prescriptions declined.The three-level grid supervision and management mode integrated supervision forces,achieved all-round supervision,improved hospital's political ecology and industry style continuously,and promoted the construction of clean hospitals.
