摘要
世界范围内的新冠肺炎流行导致全球范围内经济长期呈下行态势,中小企业承担风险的能力较弱,面临着巨大的经营压力。中小企业的社会保障扶持问题是关乎我国经济与社会民生的重大问题。我国政府紧急出台了社保降费等相关政策,然而现阶段的中小企业社保扶持政策仍存在短期性、精准性不足、多元主体参与度低、缺乏专业咨询等问题。本文对日本灾后中小企业社会保障支援政策进行研究,建议从社会保险缴费、雇佣补助、中长期的战略支援计划、政企沟通、人才培养等层面为我国中小企业提供社会保障政策支持,帮助中小企业解危纾困,实现我国经济复苏。
The COVID-19 pandemic is spread worldwide,and the global economy has been in a downward trend for a long time.SMEs have a weak ability to bear risks and are facing huge operating pressure.The issue of social security support for SMEs is a major issue related to China's economy and people's livelihood.The Chinese government has urgently issued relevant policies such as social security fee reduction.However,at this stage,the social security support policies for small and medium-sized enterprises still have short-term problems,insufficient accuracy,low participation of multiple subjects,and lack of professional consultation.This paper studies Japan's post-disaster social security support policies for small and medium-sized enterprises.It is recommended to provide social security policy support to small and medium-sized enterprises in China from the aspects of social insurance contributions,employment subsidies,mid-and long-term strategic support plans,government-enterprise communication,and personnel training,to help the enterprises relieve the crisis and realize the economic recovery.
