日本应对贸易摩擦的科技政策选择及对我国的启示

Japan's Choice of Science and Technology Policy in Response to Trade Friction and its Enlightenment to China

20世纪后半期,美国曾针对日本发起长达几十年的贸易摩擦,日本在积极应对的同时,也变压力为动力,提出技术立国论,抓住机遇组织突破关键核心技术,其中以超大规模集成电路研究联合体最为经典,被美欧韩等很多国家借鉴。我们当前应对美国挑起的贸易摩擦,应认真总结历史经验和教训,要有大战略观,也要有战略定力,紧紧抓住科技创新这个牛鼻子,加快科技体制改革,创新体制机制,加快关键核心技术攻关,提升我国科研实力。

In the second half of the 20th century,the United States once launched trade frictions against Japan for decades.As a response,Japan changed the pressure into a driving force,used the theory of building a country through technology,seized the opportunity to organize key core technology breakthroughs,among which the VLSI Research Consortium is the most classic practice,which has been used for reference by many countries such as the United States,Europe and South Korea.To deal with the trade frictions provoked by the United States,China should conscientiously sum up historical experiences and lessons,have a strategic view,and also have a strategic determination.We should firmly grasp the key point of scientific and technological innovation,speed up the reform of science and technology system,innovate the system and mechanism,speed up the tackling of key core technologies,and boost China's scientific research.
