两岸融合发展下福建省台湾农民创业园建设研究——基于支持因素的分析

Research on the Construction of Fujian’s Taiwan Farmers’Entrepreneurship Parks under the Background of Cross Strait Integration and Development:Analysis Based on Supporting Factors

台湾农民创业园是推进两岸融合发展的重要平台。从台湾农民创业园发展的支持因素出发,聚焦福建省6个国家级台湾农民创业园开展问卷调查和深度访谈,研究发现政策、基础设施、融资贷款、科技合作、土地等因素对台湾农民创业园的发展有积极促进作用,但也存在政策优势不够明显、台湾人才来闽创业配套条件有待提升、用地审批程序较繁琐、贷款形式较单一、贷款额度偏低和银行解汇难等问题。应优化政策体系、推进科技合作、加大资金投入、完善园区布局等,为台湾农民创业园发展提供更好条件,进一步推进福建省台湾农民创业园建设,以深化两岸融合发展。

The Taiwan Farmers’Entrepreneurship Park is an important platform for promoting cross-Strait integration and development.Starting from the supporting factors for the development of Taiwan Farmers’Entrepreneurship Parks,this paper focuses on six national level Taiwan Farmers’Entrepreneurship Parks in Fujian Province.Through questionnaire survey and in-depth interview,the study finds that policies,infrastructure,financing loans,scientific and technological cooperation,land and other factors have played a positive role in promoting the development of Taiwan Farmers’Entrepreneurship Parks.But there are also some problems,for example,the policy advantages are not obvious,the supporting conditions for Taiwan talents to start businesses in Fujian need to be improved,the land use approval procedures are complicated,the loan form is relatively single,the loan amount is low,and it is difficult for the bank to resolve foreign exchange,etc.We should optimize the policy system,promote scientific and technological cooperation,increase capital investment,and improve the layout of the park,so as to provide better conditions for the development of Taiwan Farmers’Entrepreneurship Parks,and further promote the construction of Fujian’s Taiwan Farmers’Entrepreneurship Parks to deepen the cross-Strait integration and development.
