摘要
良好的学校媒介教育能够对青少年网络欺凌现象起到根本的预防作用。德国政府通过一系列政策文件为学校媒介教育提供了能力培养的指导框架,并且通过项目扶持、人员培训、资金及技术支持等,为学校媒介教育的行动实践提供了切实的配套服务。在政府的引领下,德国学校从课程教学、项目实施、学校建设以及校外合作等多方面践行媒介教育的能力框架,着重培养青少年的媒介反思能力和媒介公民意识,并将网络欺凌作为固定组成部分纳入了媒介教育的能力培养和行动实践中,从而较好地发挥了媒介教育的预防作用。
Good school media education can play a fundamental role in the prevention of cyberbullying among teenagers.Through a series of policy documents,the German government provides a guidance framework for school media education,and provides practical supporting services for the implementation of school media education,such as project support,personnel training,financial and technical support.Under the guidance of the government,German schools practice the competence framework of media education from the aspects of curriculum teaching,project implementation,school construction and off campus cooperation.With focus on the cultivation of media reflection ability and media citizenship consciousness,and taking cyberbullying as a fixed component into the competence-building and action practice of media education,German schools are bringing the preventive effect of media education into good play.
