公信力重建:从扶贫困境破解到村级治理创新

Reconstruction of Public Credibility:From Solution to the Dilemma of Poverty Alleviation to Village Governance Innovation

在脱贫攻坚战役中,与大量派驻扶贫工作队相伴出现的是普遍存在的“干部做群众看”现象,集中体现了农村基层治理中的社会动员困境。云南省Y村以治理群众动员困境的根源——基层组织公信力不足为突破口,通过基层干部队伍重组、还清村务治理旧账、动员村庄关键少数、村务公示公开、因地制宜发展产业等多项举措,从村级治理理念转变、治理行为优化和治理效率提升三个方面全面增强基层组织的公信力,较快实现了从“灯下黑”到共商共建的蝶变。因此,从源头治理入手,重建基层组织公信力,是破解村级治理困境、推进基层治理能力现代化的重要途径。

In the campaign of poverty alleviation,a prevalent phenomenon of“cadres do most of the work while the masses only stand by”has been found with most poverty alleviation teams,which reflects the dilemma of social mobilization in rural grass-roots governance.Y village in Yunnan Province takes the lack of public credibility of grass-roots organizations as a breakthrough point to solve the dilemma of mass mobilization.Through a number of measures which includes the reorganization of grass-roots cadres,the repayment of previous accounts of village governance,the mobilization of key minority,the publicity of village affairs,and the development of industries in accordance with local conditions,the credibility of grass-roots organizations has been enhanced from the following three aspects:the change of village governance idea,the optimization of governance behavior,and the improvement of governance efficiency.The dilemma of social mobilization has realized the great transformation from“darkness under the light”to joint construction.Therefore,it is an essential method to start from the source to rebuild the public credibility to solve the dilemma of social mobilization of grass-roots organizations and realize the modernization of rural governance.
