Research on the Realization Mechanism and Social Support of Rural Revitalization by Rural Tourism

洞察旅游业助推乡村振兴的实现机制与社会支持对乡村振兴战略实施至关重要。陕西袁家村、浙江乌镇和贵州西江苗寨三个村镇不同的旅游发展模式,及其促进乡村振兴的成效与机制,可为其他地区提供借鉴。研究发现,基层组织主导、公司主导和政府主导是三种典型的乡村旅游发展模式;地方政府为旅游业发展提供政策、资金等支持,为旅游业起步奠定基础,再通过授权更具活力的利益主体推进旅游业市场化进程;市场主体围绕游客需求打造高品质旅游产品、引导和规范社区参与、均衡利益分配,促进旅游业高质量发展;通过多产业协调发展、生态环境持续改善、乡村治理体系渐趋完善、文明乡风逐步形成以及居民生活水平有效提高,不断取得乡村振兴的实践成果。相应地,需确立科学发展理念、联合各利益主体、提升社区能力、延伸产业发展,为乡村振兴提供社会支持。

It is crucial to have insight into the realization mechanism and social support of rural revitalization by tourism.Taking Yuanjia Village of Shaanxi Province,Wuzhen of Zhejiang Province and Miao Village of Xijiang of Guizhou Province as examples,this paper discusses the effects and mechanism of different tourism development modes to promote rural revitalization to provide reference for other regions.It is found that the three typical development modes of rural tourism are the modes led by grass-roots organization,company and government.Local governments provide policies,fund and other convenient conditions to lay a foundation for tourism development,and then promote the marketization process of tourism by empowering more dynamic interest subjects.Market entities focus on the needs of tourists to create high-quality tourism products,guide and regulate community participation,balance the distribution of benefits,and promote high-quality development of tourism.Rural revitalization has been achieved through coordinated development of multiple industries,constant improvement of the ecological environment,gradual improvement of the rural governance system,gradual formation of a civilized rural culture,and effective improvement of the living standards of residents.Accordingly,we should establish the concept of scientific development,unite various stakeholders,enhance community capacity,extend industrial development so as to provide social support for rural revitalization.
