现代职业教育体系建设背景下的职业能力标准:内涵、价值与路向

The Vocational Competence Standard in the Context of Modern Vocational Education System Construction:Connotation,Value and Direction

职业能力标准是健全现代职业教育体系、实现职业教育纵向贯通和横向融通、链接职业人才需求、培养与评价三大体系、保证职业教育人才培养质量与结构、实现产教融合的重要基础,也是解决当前1+X证书制度核心问题的关键。基于建设国家资历框架的视角,开展职业能力标准研究,明确职业能力标准的内涵、价值与路向,是建设与完善"双通制"现代职业教育体系的基础工作。未来研究可考虑基于当前职业教育主流思想,通过对相关基础理论的阐释、我国职业资格体系的追溯、发达国家学习成果导向的职业能力标准的分析与比较,系统化研究新时代背景下我国职业能力标准构建的理论基础、一般路径、内容与结构、运行机制等。

The vocational competence standard is the important foundation for perfecting modern vocational education system,achieving vertical and horizontal integration of vocational education,linking the demand of vocational talents,training and evaluation,ensuring the quality and structure of personnel training in vocational education,and realizing the integration of industry and vocational education.Furthermore,it is also the key to solve the core problems of the current 1+X Certificate System.From the perspective of building a national qualification framework,conducting research on vocational competence standard and clarifying the connotation,value and direction of vocational competence standard are the essential work of building and perfecting a modern vocational education system with a"two-way system".In order to systematically research the theoretical basis,general path,content and structure,operating mechanism of the vocational competence standard construction in the new era of China,based on the current mainstream ideologies of vocational education,future research should interpret relevant basic theories,backtrack previous Chinese vocational qualification systems,analyze and compare academic achievement-oriented vocational competence standards in developed countries.
