“十四五”期间京津冀协同发展的重点任务初探

A Preliminary Exploration on Key Tasks for the Coordinated Development of Beijing-Tianjin-Hebei Region during the 14th Five-Year Plan Period

即将到来的“十四五”时期,京津冀协同发展从开始启动向中期阶段转变,在初步完成京津冀产业发展、交通共建、环境共治等方面设定的打基础的任务之后,非首都功能疏解、城市副中心建设和雄安新区建设也进入到了扎实推进的新阶段。在“十四五”时期,京津冀协同发展要克服发展环境的政策约束、增长方式的转换约束和产业结构的深度约束,在“十四五”期间完成创新驱动与区域发展新动能培育、重点新增长极的培育与强化、区域产业结构优化与产业升级、建设世界级城市群和推进公共服务一体化等重点任务,同时对城市更新、高端人才和生态补偿为题进行展望。

In the forthcoming 14th Five-Year Plan period,the coordinated development of the Beijing-Tianjin-Hebei region will change from the beginning stage to the mid-term stage.This paper reviews the completion of basic tasks such as industrial development,co-construction of transportation,and co-governance of the environment of the Beijing-Tianjin-Hebei region.Besides,we also finds that the relief of Beijing's noncapital functions,the construction of Beijing's subcenter and Xiongan New District have also entered a new stage of solid progress.During the 14th Five-Year Plan period,the coordinated development of the Beijing-Tianjin-Hebei region should overcome the policy constraints of development environment,transformation constraints of growth mode and deep constraints of industrial structure,accomplish main tasks such as innovation-driven development,cultivation and strengthening of new growth poles,regional industrial structure optimization and upgrading,building world-class city clusters,and promoting the integration of public services.Finally,the paper puts forward the prospect of the future development of the Beijing-Tianjin-Hebei region.
