非洲是中国第二大原油进口来源地,加强中非油气合作对建立多元稳定的油气供给市场、保障中国能源安全具有重要意义,有必要进一步深化加强中非油气合作,不断提高中非油气合作的质量与规模。具体措施包括:充分发挥苏丹、安哥拉等合作模式优势,推进中国企业进入非洲油气市场,扩大非洲市场份额;加强成熟探区"三新领域"勘探力度,推动现有项目滚动挖潜与高效勘探;加大在传统产油大国投资布局,建立更加稳定的非洲油气供给市场;加大对安哥拉深海盐下勘探开发投资力度,提高中安合作份额油比重,同时积极进入非洲东西海岸新兴资源国海上勘探,寻找陆上成熟探区接替新领域;积极参与非洲炼化与LNG业务,全面升级中非油气合作的质量与规模,建议积极进入安哥拉及埃及炼化产业,延伸业务价值链,提高项目营收能力,布局莫桑比克与坦桑尼亚LNG业务,打造中国LNG进口新渠道。

Africa is China’s second largest source of crude oil imports and it is of great significance to strengthen the Sino-Africa oil and gas cooperation for establishing a diversified and stable crude oil supply market and ensuring China’s energy security.It is necessary to further deepen and enhance the quality and scale of Sino-Africa oil and gas cooperation.Whose specific measures may include giving full play to the advantages of Sudan Model and Angola Model and continuing to promote Chinese enterprises to enter the African oil and gas market for expanding their market share,strengthening the"three new fields"exploration in mature blocks and promoting the step-out and efficient exploration of existing projects,increasing investment in traditional oil producing countries and establishing a more stable oil and gas supply market in Africa,adjusting and optimizing the upstream investment layout in time,increasing the proportion of quota oil of Sino-Angola cooperation by boosting investment in the exploration and development of deep-sea pre-salt formations in Angola,and looking for new areas to replace the continental mature blocks by actively entering the offshore exploration of emerging resource countries on the east and west coasts of Africa,actively entering the downstream refining industry and LNG business to comprehensively upgrade the quality and scale of Sino-Africa oil and gas cooperation,and the specific suggestions including entering the downstream refining industry of Angola and Egypt to extend the business value chain and increase the project’s revenue capacity,and deploying the LNG business of Mozambique and Tanzania to create a new channel for LNG import of China.
