甘肃省庄浪县水洛河综合治理浅谈

Discussion on Comprehensive Treatment of Shuiluo River in Zhuanglang County,Gansu Province

庄浪县位于甘肃省中东部,境内河流均属于黄河流域渭河水系,主要河流有渭河一级支流葫芦河,二级支流庄浪河、三级支流水洛河。水洛河为葫芦河左岸支流,属山区性河流,径流年际变化大,分配不均,河水暴涨暴落,主流左右摆动频繁。二十世纪七八十年代至今分别实施了三次防洪工程治理,城区段修建了水面工程及部分绿化景观工程,但河道渠化硬化严重,水面工程因淤积严重,无法正常运行,水体生态系统受损,基本丧失了河道的生态功能。本文在对水洛河治理现状和存在问题分析的基础上,提出其治理思路。

Zhuanglang County is located in the middle-eastern part of Gansu Province.The rivers in Zhuanglang County belong to the Weihe River system of the Yellow River Basin.The main rivers include the Hulu River,the first tributary of the Weihe River,the Zhuanglang River,the second tributary,and the Shuiluo River,the third tributary.The Shuiluo River is a tributary of the left bank of the Hulu River.It is a mountainous river.Its runoff varies greatly from year to year and its distribution is uneven.Since the 1970s and 1980s,three flood control projects have been implemented.Water surface projects and some greening landscape projects have been built in urban areas.However,the channelization of rivers has been severely hardened.The water surface projects cannot operate normally due to serious siltation,and the water ecosystem is damaged.The ecological function of the river is basically lost.Based on the analysis of the current situation and existing problems of Shuiluo River governance,this article puts forward its governance ideas.
