地方政府合作与城市群产业结构升级——基于长三角城市经济协调会的准自然实验

Government Cooperation and Upgrading of Industrial Structure:Based on Quasi-natural Experimental Evidence from Urban Economic Coordination Committee

本文以地方政府合作的宏观经济绩效为切入点,将长三角135个县(市、区)在1999~2017年间加入长三角城市经济协调会视为准自然实验,采用双重差分法实证检验地方政府合作和城市群产业结构升级之间的因果效应。研究发现:地方政府之间的合作有利于长三角地区产业结构升级。具体而言,地方政府合作不仅促进了长三角地区产业结构的合理化,而且提升了长三角地区产业结构的高度化。异质性结果表明,地方政府合作和城市群产业结构升级的关系会因金融危机和地区行政层级的影响而存在差异。对影响机制的检验发现,地方政府合作缓解了劳动力要素配置扭曲和要素配置总扭曲,促进了要素的自由流动和优化配置,进而实现了长三角地区产业结构升级。进一步的动态研究表明,地方政府合作不仅能长期促进长三角地区产业结构的合理化,而且能够长期显著地提升地区产业结构的高度。

Based on the macro-economic performance of government cooperation,this paper regards the joining of 135 counties and cities in the Yangtze River Delta into the Urban Economic Coordination Committee at different times as"quasi-natural experiment",the difference-in-differences model is used to empirically evaluate the causal effect between government cooperation and regional industrial structure upgrading.The study shows that cooperation between local governments of Yangtze River Delta Economic Zone is significantly beneficial to the upgrading of the industrial structure of the county and urban areas.And this finding has passed a series of robustness tests.The results of Heterogeneity show that the relationship between local government cooperation and the upgrading of industrial structure of urban agglomeration will be different due to the influence of the financial crisis and the regional administrative level.The test of the influence mechanism shows that the government cooperation can alleviate the distortion of the allocation of labor factors and the total distortion of the allocation of factors,promote the free flow of factors and optimize the allocation of factors,and then realize the upgrading of industrial structure.Further dynamic research shows that government cooperation not only has long been beneficial to the rationalization of the industrial structure of counties and cities in the Yangtze River Delta,but also can government cooperation significantly upgrade the highest of industrial structure of counties and cities in the long term.The study of this paper provides some policy enlightenment for accelerating the regional integration and the reform of market-oriented allocation of factors.
