摘要
全面推进“一带一路”教育行动,要求加强跨区域教育合作机制建设。我国在跨区域教育合作机制建设方面既无可以因循的现成经验,又面临“一带一路”沿线国家社会制度多样、教育发展水平参差不齐、教育体制和利益诉求差异大等诸多困难和挑战。我国应该加强“一带一路”跨区域教育合作机制建设的顶层设计和总体布局,建立和完善“一带一路”跨区域教育合作机制的框架体系,循序有效推进“一带一路”跨区域教育合作机制建设,充分利用现有机制搭建新的双边、多边跨区域教育合作机制,并在国家框架基础上构建“一带一路”教育共同体,打造“一带一路”高等教育区。
The establishment of inter-regional education cooperation mechanisms is one of the priorities in comprehensively promoting educational actions under the Belt and Road Initiative.China has no ready-made experience in the establishment of inter-regional education cooperation mechanisms.It also faces many difficulties and challenges such as the diversity of social systems,uneven development of education,and differences in educational systems and interest demands among countries along the Belt and Road.China should strengthen the top-level design and overall layout of inter-regional education cooperation mechanisms under the Belt and Road Initiative,and establish and improve the framework for inter-regional education cooperation mechanisms.When building such mechanisms,we should fully utilize the existing bilateral and multilateral mechanisms and handle well the key mechanisms.The Belt and Road Education Community and the Belt and Road Higher Education Area should be built based on the interconnection of national qualification frameworks.
