省级民办教育政策创新对民办高校的影响分析--以海南省民办教育新政为例

A Case Study of Impacts of Provincial Policy Innovation on Private Universities

海南迎来建省办经济特区30周年之际,党中央赋予海南建设国际自由贸易区和中国特色自由贸易港的新使命,随后教育部发布支持海南深化教育改革实施方案,建设国际教育创新岛,海南教育事业发展迎来前所未有的历史机遇。民办高等教育是海南教育事业的重要组成部分,海南民办高等教育的政策创新主要包括推动民办高校分类管理、加大财政扶持力度、扩大对外开放、优化人才政策环境、完善政府部门协同体系等。民办教育新政对海南民高等教育发展带来的影响表现在政策执行效果决定分类管理走向,民办高校借势提升办学竞争力,民办教育智库迎来新的发展机遇。

With the 30th anniversary of Hainan’s establishment of provincial governance and special economic zone,the Central Committee of the Communist Party of China entrusted Hainan with a new mission to build an international free trade zone and a free trade port with Chinese characteristics.Subsequently,the Ministry of Education issued a plan to support Hainan’s deepening of educational reform and building an international education innovative island,thus providing Hainan’s education with an unprecedented historical opportunities.The innovative policy for private higher education,an important part of Hainan’s education,includes promoting the classified management of private universities and colleges,increasing financial support,further opening up,optimizing the policy environment for talents,and improving the coordination system of governmental departments.The new policy sets the trend of classified management,private colleges and universities’competitive rise and think-tanks’opportunities for further development.
