全面依法治国思想传播的语境错位风险分析

Analysis of the Risk of Contextual Misplacement in the Spread of the Thought of Ruling the Country by Law

党的十九届四中全会强调要加大普法力度,增强全民法治观念。全面依法治国思想的有效传播是增强全民法治观念的必然要求。这种传播需要有适宜的传播环境。在此环境下,要求传播主体对风险的境况有合理的研判、参与传播的各方形成对法治的真正信仰并建立起有效的理性沟通关系。全面依法治国思想传播中存在着传统语境与虚拟语境的错位风险。这种风险会导致传播主体传播信心的不足、法治信仰的淡化、传播责任的虚置以及传播受众对法治思想的“虚假认同”等风险。需要增强两种语境下法治思想传播的风险应对意识、构建法治思想传播参与三方的理性沟通和共同体并运用现代技术思维手段确定传播风险的分配与归责机制。

The Fourth Plenary Session of the 19th CPC Central Committee stressed the need to increase law popularization and strengthen the concept of the rule of law for the entire people,and the effective dissemination of the idea of governing the country in accordance with the law is an inevitable requirement for strengthening the concept of the rule of law for the entire people.This communication requires an appropriate communication environment.In this environment,the communication subject is required to have a reasonable investigation and judgment on the situation of the risk,and all parties involved in the communication shall form a true belief in the rule of law and establish an effective and rational communication relationship.There is a risk of dislocation between the traditional context and the virtual context in the spread of the idea of governing the country in accordance with the law.This kind of risk will lead to the lack of communication confidence of the communication subject,the weakening of the belief in the rule of law,the vacancy of communication responsibilities,and the“false identity”of the audience in the idea of the rule of law.It is necessary to strengthen the awareness of risk coping with the spread of rule of law thought in both contexts,build a rational communication community of the three parties involved in the spread of rule of law thought,and use modern technological thinking methods to determine the distribution risk and blame mechanisms of transmission risk.
