水生态治理长效机制探析

Analysis on the Long-term Mechanism of Water Ecological Governance

新时代,我国生态文明建设汇入了推进国家治理体系和治理能力现代化的历史进程。水生态文明作为生态文明的重要组成和基础保障,研究其治理的长效机制意义深远。水生态治理长效机制蕴含协同治理理论、机制理论和生态理论等,主要以政府主导下的多方协同为主体基础、以明晰权责为运行基础、以技术和制度的融合为路径基础,并有机统一四大二级机制——协同机制、约束机制、激励机制和监督机制进行运转。因此,构建水生态治理长效机制需形成以政府主导下的多方协同主体,健全水生态治理保障体系,并有机统一水生态治理的四大机制将整个长效机制运转起来。

In the new era,China’s ecological civilization construction has entered into the historical process of advancing the modernization of the country’s governance system and capacity for governance.As an important component and basic guarantee of ecological civilization,it is of great significance to research the long-term mechanism of its governance.The long-term mechanism of water ecological governance contains collaborative governance theory,mechanism theory and ecological theory,etc.It has three basic contents:the government-oriented multi-party cooperation as the subjective basis,clearly-defined rights and responsibilities as the operating basis,and the integration of technology and systems as the pathway basis.And organically unify the four secondary mechanisms--cooperation mechanism,restriction mechanism,motivation mechanism and supervision mechanism to operate.Therefore,to build the long-term mechanism of water ecological governance,it is necessary to form a multi-party cooperative subject dominated by the government,improve the water ecological governance guarantee system,and organically unify the four secondary mechanisms of water ecological governance to put the whole long-term mechanism into operation.
