摘要
对食品安全事故应急处置实施的政策法规和科技计划进行梳理,对下一步立法及科技工作提出意见和建议。主要包括:尽快修订《国家重大食品安全事故应急预案》;规定医疗单位在事故报告中的法律责任;加强食品安全事故应对科技支撑,研发多元危害物风险评估、非靶向筛查、快速识别与检测、智能化监管、追踪溯源等技术与装备,研究食品掺杂、蓄意攻击相关的检验检测技术和医疗救治方案,以及针对网络食品、跨境电商、合成生物学、干细胞培育等新兴食品安全风险识别与应对的科技支撑能力。
To sort out the policies, regulations and scientific & technological plans for the implementation of emergency disposal of food safety accidents, and to provide comments and suggestions on the next step of legislation and scientific & technological work. It mainly includes: prompt amendment of the "National Emergency Response Plan for Major Food Safety Accidents";further strengthening the legal responsibility of medical units in accident report;strengthening the technology support for responding to food safety accidents, researching and developing technologies and equipment for assessing the risk of multi-hazard objects, non-targeted screening, rapid identification and detection, intelligent supervision, traceability etc., researching the inspection and detection technologies and medical treatment solutions related to food doping and deliberate attack, as well as the technology support capabilities for the identification and response of emerging food safety risks such as online food, cross-border e-commerce, synthetic biology, stem cell cultivation.
