我国煤矿冲击地压防治的几个关键问题

Several Key Problems of Coal Bump Prevention and Control in China’s Coal Mines

在全国煤矿安全生产状况基本取得根本性好转的大好形势下,冲击地压灾害却成了影响煤矿安全生产最为头疼的事。如何防止煤矿冲击地压的发生,遏制灾害性冲击地压事故,已成为摆在煤矿生产企业和安全监管部门面前急需解决的问题。在分析我国冲击地压现状的基础上,概括地介绍了近年来我国在防治冲击地压过程中存在的认识问题、法规执行问题、重监测轻防治问题、防治缺乏针对性问题等关键问题,给出了具体的表现形式,并提出了解决这些问题的具体对策,为今后我国冲击地压防治提供参考。

Under the good situation that the national coal mine safety production situation has basically improved,the coal bump disaster has become the most headache affecting the coal mine safety production.How to prevent the occurrence of coal bump and curb the disastrous coal bump accident has become an urgent problem to be solved in front of coal mine production enterprises and safety supervision departments.Based on the analysis of the current situation of coal bump in China,this paper briefly introduced the key problems in the process of coal bump prevention and control in recent years,such as the cognition problems,the enforcement of laws and regulations,the emphasis on monitoring and the neglect of prevention and control,and the lack of pertinence in the prevention and control of coal bump in China.The specific forms of manifestation were given and the specific countermeasures to solve these problems were put forward,which will provide reference for the prevention and control of coal bump in China in the future.
