江苏省三级医院招标采购活动的风险管理现状研究

Research on Risk Management of Tendering and Procurement Activities Among Tertiary Hospitals in Jiangsu Province

目的:厘清江苏省三级医院招标采购活动风险管理现状,以期为规范其招标采购行为提供应对策略。方法:通过在江苏省内11家三级公立医院开展问卷调查,了解其招标采购活动风险管理的现状与问题。结果:目前三级公立医院招标采购活动以分散和部分集中管理模式为主;调查对象对所在医院总体风险管理现状认知较好,但认为不同业务和流程的风险程度和管理现状有明显差异;招标采购活动中舞弊行为产生的主要原因是管理制度有漏洞、监管制度不完善、惩罚机制不健全。结论:公立医院应健全内控体系,完善管理模式,针对业务特点、围绕重点流程,加强招标采购活动的风险防控。

Objective:To clarify the status quo of risk management among tertiary hospitals'tendering and procurement activities in Jiangsu province,and to countermeasures for standardizing their tendering and procurement behaviors.Methods:A questionnaire survey was conducted in 11 tertiary public hospitals in Jiangsu province to understand the current situation and problems of risk management in their tendering and procurement activities.Results:At present,tertiary public hospitals mainly adopt decentralized and partially centralized management mode in tendering and procurement activities.The respondents had a good evaluation of the current situation of overall risk management in their hospitals,but they thought that there are significant differences in the degree of risk and management status of different businesses and processes.The main causes of fraud are loopholes in the management system,imperfect supervision system and imperfect punishment mechanism.Conclusion:Public hospitals should improve the internal control system and the management mode,strengthen the risk prevention and control of tendering and procurement activities based on the business characteristics and key processes.
