基于“结构-过程-结果”框架的医院应急物资保障体系研究——以武汉协和医院抗击新冠肺炎疫情为例

Research on the Emergency Material Support System of Hospital from the"Structure-Process-Outcome"Perspective:A Case Study of Wuhan Union Hospital in the Pandemic of COVID-19

完善的应急物资储备及保障体系是医院应对突发公共卫生事件的先决条件。华中科技大学同济医学院附属协和医院针对新型冠状病毒肺炎疫情爆发初期该院防护物资资源不足、物资管理存在障碍、后勤保障力量匮乏等问题,通过加强应急物资供应管理、健全应急物资采购长效机制、建立社会捐赠物资管理体系、规范应急物资储备管理、加强防护物资合理分配与使用等措施,对其应急物资保障体系进行了改革和调整,为该院打赢疫情阻击战提供了基础保障作用。本文立足于该院的实践经验,运用“结构-过程-结果”理论框架梳理和总结了突发公共卫生事件下医院应急物资保障体系,以期为其他医院提供参考。

A robust emergency material resources system is a prerequisite for dealing with public health emergencies.Since the COVID-19 outbreak,in order to solve the shortage of protective materials,barriers of materials management,lack of logistics power and other problems,Wuhan Union Hospital strengthened the emergency supplies supply management,established a long-term effective mechanism of emergency supplies procurement and a social donations management system,standardized the emergency supplies reserves management,improved the allocation and use of protective supplies,so as to provide foundation for winning COVID-19.Based on the practical experience of Wuhan Union Hospital,this paper uses the theoretical framework of"Structure-Process-Outcome"to describe the emergency material support system for hospitals in public health emergencies,so as to serve as a reference for other hospitals.
