“广场舞冲突”背后的理性思考及其治理

Rational Reflection of Square Dance Conflict and Its Governance

近年来,随着我国城市化、老龄化的加快发展,广场舞冲突问题一度陷入治理困境。为寻求合理的治理路径,采用文献资料、逻辑分析等方法,对广场舞现象进行了研究。研究发现,在文化传承、身心健康、社会变迁、组织认同等需求的共同作用下,广场舞得以快速兴起和普及;而在其发展过程中,因空间争夺、噪音扰民等而引发的冲突,深层原因在于广场舞法制化治理制度不健全、舆论环境失常、供需失衡及自组织建设滞后等。在此基础上,提出了依法加强对广场舞的监督和管理、改善城市社区体育公共空间的供给、维护良好的舆论环境、优化广场舞自组织建设等治理路径,以期为广场舞的科学、健康、可持续发展提供参考。

In recent years,with the rapid development of urbanization and aging in China,the square dance conflict has fallen into a governance dilemma.In order to find a reasonable governance path,the square dance phenomenon is studied by means of literature and logical analysis.It is found that under the joint action of cultural heritage,physical and mental health,social change,and organizational recognition needs,square dance has rapidly emerged and spread.The conflicts are deeply caused by the the inadequate legal system,the abnormal public opinion environment,the imbalance between supply and demand,and the lag of self-organization construction.On this basis,the governance paths such as strengthening the supervision and management with the law,improving the supply of public sports space in urban communities,maintaining a good public opinion environment,and optimizing the self-organization of square dance are proposed,so as to provide reference for the scientific,healthy and sustainable development of square dancing.
