人工智能是政府治理变革的重要动力。从技术逻辑的两个层面看,人工智能驱动政府治理变革遵循着“数据驱动”“算法主导”和“智能融合”三重技术逻辑。随着人工智能应用嵌入政府的程度不断加深,技术体系与价值结构越来越走向一种相互塑造、相互融合的状态,技术所负载的伦理责任和价值开始融入公共行政的一般价值体系当中。公共行政除了追求秩序、效率和正义等一般价值外,还应该对技术应用所衍生的安全、隐私、开放、包容、透明和责任等问题有恰当的关怀,推动智能时代的政府向收缩型、开放型、精细化和智能化的形态转型升级。

Artificial intelligence is an important driving force of government governance reform.From the two levels of technology logic,the government governance reform driven by artificial intelligence follows the triple logic of“data driven”,“algorithm led”and“intelligent fusion”.With the deepening of artificial intelligence application embedded in the government,the technology system and value structure are becoming more and more shaped and integrated with each other.The ethical responsibility and value carried by technology begin to be integrated into the general value system of public administration.Public administration should not only pursue general values such as order,efficiency and justice,but also derive from technology application.Security,privacy,openness,inclusiveness,transparency and responsibility should be taken care to promote the transformation and upgrading of the government in the intelligent era into a contractive,open,refined and intelligent form.
