基于区块链的重大突发疫情防控系统共识机制探析 被引量:9

摘要 突发疫情的发展速度通常异常迅猛,而传统的技术系统主要基于病例大样本的数据分析,其识别过程缺少与临床的互动,很容易错失遏制疫情的窗口时间。针对突发不明疫情防控具有高度的复杂性,要达成预警共识需要一个多角度认识、多层次沟通的过程,利用区块链不可篡改、价值传递、去中心化等技术特征,构筑一个可追踪溯源的、安全的、可信赖的共识机制系统,让各地的临床医师、专家、科学机构、医卫主管等相关人员加入到一个分布式网络系统中,形成一个可信赖的专业团队,动态监控疫情的发生、发展,并能实时达成防控共识。该系统的构建有利于开展针对突发不明疫情的专业化协作,有效保护医护人员和民众的生命安全,将疫情对社会稳定运行造成的影响降至最小。 The development rate of sudden outbreaks is usually extremely rapid,and the traditional technical system is mainly based on the analysis of data from big case samples.Its identification process lacks interaction with the clinic,and it is easy to miss the time window to contain the outbreak.The prevention and control of sudden and unidentified epidemic situations are highly complex.To reach a consensus on early warning requires a process of multi-angle understanding and multi-level communication,in which the technical characteristics of blockchain tamper resistance,value transfer,decentralization,etc.are used to build a traceable,safe,and reliable system of consensus mechanism,so that clinicians,experts,scientific institutions,medical and health supervisors,and other relevant personnel can join into a distributed network system,form a reliable professional team,dynamically monitor the occurrence and development of the epidemic,and reach a consensus on prevention and control in real-time.The concensus mechanism is conducive to carrying out professional cooperation against sudden and unknown epidemic situations,effectively protecting the lives of medical personnel and the public,and minimizing the impact of the epidemic on social stability.The combination by consensus mechanism of clinical and technical systems can prevent the rapid spread of unknown epidemics on time,which makes the prevention and control decisions more controllable and avoids the formation of major epidemics.
