白洋淀湿地生态系统服务价值应用研究

Application research on the service value of Baiyangdian Wetland ecosystem

为了将白洋淀湿地生态系统服务的价值融入雄安新区的生态文明建设规划,以白洋淀湿地生态系统服务的价值为研究对象,分析了其价值在地区产业布局规划、建立“失地”“失淀”居民生态补偿机制、开展自然资源资产离任审计以及追究生态环境损害责任赔偿等方面的具体应用。研究结果表明:白洋淀湿地生态系统服务的价值为317.63亿元,其中,间接使用价值最大,非使用价值次之,直接使用价值最小。白洋淀湿地的休闲旅游价值占使用价值的79.88%,可通过发展乡村旅游业来带动其他产业的发展,白洋淀地区“失地”“失淀”居民生态补偿的上限额为6.62万元/a,另在自然资源资产离任审计以及追究生态环境损害责任赔偿提出了应用建议。

The research aims to integrate the value of Baiyangdian Wetland ecosystem services into the ecological civilization construction plan of the Xiong'an New District and provide a reference for decision makers.The value of Baiyangdian Wetland ecosystem service was taken as the research object to analyze its application in regional industrial layout planning,establishing the ecological compensation mechanism for"land-lost"residents,conducting outsourcing audits of natural resource assets and investigating the responsibility for ecological environment damage.The research results show that the value of Baiyangdian Wetland ecosystem service is 317.63 billion yuan,of which the indirect use value is the largest,the non-use value is the second,and the direct use value is the smallest.The leisure tourism value of Baiyangdian Wetland accounts for 79.88%of the use value,which can promote the development of other industries through the development of rural tourism.The upper limit of ecological compensation for the"land-lost"residents in Baiyangdian area is 66200 RMB/year.Suggestions were also provided in the natural resources asset outsourcing audit and the investigation of the compensation for ecological environment damage.
