From Distortion to Reconstruction:A 40-Year Evolution of the Relationship Between Higher Education and University-Based Academic Journals

高校学术期刊自诞生起即与高等教育结下了不解之缘,高校学术期刊特别是综合性学报总是围绕本校中心工作运作的。20世纪80年代以来,高等教育持续的外延式发展对高校学术期刊影响至深:一方面,为高校学术期刊总量拓展提供了有利契机,一校一刊模式在21世纪初最终形成;另一方面,"窗口""园地"成为高校学术期刊的基本定位,展示功能消解了学术平台的属性。当高等教育转向内涵式发展,特别是对标国际的"双一流"建设启动后,学术评价的参照系发生了质性改变,国际学术期刊发文量成为硬性指标,大多尚未走出国门的高校学术期刊欲为此中心工作服务时已力不从心,边缘化成为不得不接受的事实。追根寻源,执着于一校一综合性学报而缺乏与学科体系配套的专业化、规模化、体系化、国际化的整体设计,是高校学术期刊规划和建设的最大败笔。重构高等教育与高校学术期刊关系的努力二十年前就已开始,但进展艰难,直到今天,仍是高教界、高校学术期刊界和管理部门必须面对的问题。

Since its birth,university-based academic journal has maintained a close bond with higher education.University-based academic journals,especially comprehensive ones,operate around the central tasks of the university.Since the 1980 s,the continuous and extended development of higher education has exerted a profound impact on university-based academic journals.For one thing,the growth has presented a favorable opportunity for the increase of the total number of university-based academic journals.For another,tailored columns such as"chuangkou"and"yuandi"have positioned university-based academic journals as a platform for achievement display rather than academic communication.As the country’s higher education deepens its development,with the initiative of the"Double First-Class"Project aiming for an international benchmark,the reference system for academic evaluation has undergone a qualitative change,with publication in international academic journals being made into rigid requirements.A large number of local university-based journals which have not yet gone global fall short of this expectation,resulting in the inevitable marginalization.The root cause of this deplorable situation can be traced to the obsession with"one university one comprehensive journal"format,while lacking a professional,large-scale,systematic,and international overall design in support of the disciplinary system,which may cause the fundamental failure in the planning and construction of university-based journals.Although efforts towards reconstructing the relationship between higher education and university-based academic journals began two decades ago,meager progress has been made so far.The problem remains today for educators,journal managers,and policy-makers in higher education.
