“时间银行”互助养老服务的优化路径分析——基于区块链技术的应用

Analysis on the Optimal Path of"Time Bank"Mutual Pension Service--Based on the application of blockchain technology

老龄化背景下,我国养老问题日渐突出。“时间银行”互助养老服务,极大地减轻了养老负担,引起社会广泛关注。文章通过对“时间银行”互助养老服务的相关文献分析和各地实践试点情况总结,发现“时间银行”普遍存在三方面难点:一是网络系统不完善,管理效率低;二是通存通兑困难,公信力不足;三是缺乏技术人员,服务质量不高。基于区块链技术的特性,为“时间银行”互助养老服务持续发展提出三点思路:一是改变管理模式,提高运营效率;二是建立信息共享,创造信任环境;三是开展技术培训,提高服务质量。

Under the background of aging,China’s pension problem is increasingly prominent. "Time Bank" mutual pension service has greatly reduced the burden of pension, causing widespread social concern.Through the literature analysis of "time bank" mutual pension service and the summary of local practice pilot, it is found that "time bank" generally has three difficulties: first, the network system is not perfect, and management efficiency is low;second, national deposit and exchange is difficult and lack of credibility;third,because of the lack of technical personnel, service quality is not high.Based on the characteristics of blockchain technology, three ideas are proposed for the sustainable development of "time bank" mutual pension service: first, change the management mode to improve the operation efficiency;second, establish information sharing and create trust environment;third, carry out technical training and improve service quality.
