摘要
建立科学、有效、完善的公立医院绩效考核、分配机制是我国公立医院改革的重要内容之一,也是深化医药卫生体制改革的一项重要任务。文章总结了自2015年起,医院开始推动绩效改革进程,确定了以工作量为核心的绩效改革方案。目前利用基于内存计算的大数据技术,构建了一套符合医院战略的绩效评价系统,该系统基于员工岗位工作量、服务质量、行为规范、技术能力、医德医风和患者满意度等因素进行考核,考核结果与医务人员薪酬挂钩。该种考核方式在增强公立医院公益性,调动医务人员积极性等方面取得了较好成效。
Establishing a scientific,effective,and reasonable public hospital performance appraisal and compensation mechanism is one of the major tasks in public hospital reform in China and also a top priority in deepening the reform of the medical and health care system.Our hospital initiated performance assessment reform in 2015,with workload as a core indicator.Using Big Data technology based on memory computing,we have developed a performance appraisal system that conforms to the hospital’s developmental strategy. The system evaluates the performance of the staff based on the factors including workload, service quality,code of conduct, technical capabilities, medical ethics, and patient satisfaction. The appraisal results are linked to the salary of themedical staff. This new appraisal mechanism has achieved good results in enhancing the non-for-profit nature of public hospitals and inmobilizing the enthusiasm and initiative of medical staff.
