控权与放权:体育社会组织治理中的政府角色重构

Power-controlling and Power-delegating:Reconstruction of Government Role in Sports Social Organization Governance

重构政府在体育社会组织治理中的角色有助于推动组织健康发展。采用文献资料等研究方法,通过归纳体育社会组织治理中政府控权与放权的转换及其回应,梳理出政府在体育社会组织治理中经历了集权控制、放权助长、控权规范和分权改革等角色转变历程,在“后脱钩改革”时代出现了顶层设计和制度导向未实施到位诱发组织无序发展,“放管服”改革之路未全面打通影响组织持续发展,自治与他治平台未有效搭建制约组织规范发展等困境,提出在体育社会组织治理中实现政府角色重构,需要控权其内,体现“小政府”的治理思路;放权其外,适应“强社团”的治理要求;控放结合,塑造“大社会”的治理格局。

Reconstructing the government role in sports social organization governance is good for the development of the organizations.By using the methods of literature review and so on,this article summarized the conversion of power-controlling and power-delegating of the government in sports social organizations governance and its response,sorted out that the government has experienced the role transformation in the process of power-centralizingto control,power-delegating to encourage,power-controlling to standardize and power-decentralizing to reform,pointed out the dilemmas of sports social organizations development in the era of“post-decoupling reform”including lack of top-design and institution orientation,reform of“streaming administration,delegating powers,improving regulation and services”is not enough,the platform of autonomy and heteronomy is not well-built.It is suggested to reconstruct government role by power-controlling inside,to reflect the governance idea of“small government”;power-delegating outside,to adapt the governance request of“strong organization”;combiningpower-controlling with power-delegating,to shape the governance pattern of“big society”.
