国家治理场域中的社会治理共同体:理论谱系、建构逻辑与实现机制

Social Governance Community in the Field of National Governance:Theoretical Origin,Construction Logic and Realization Mechanism

社会治理共同体已成为政治话语体系与学术话语体系中的重要范畴。作为“建设一个什么样的社会,怎样建设这个社会”这一问题的中国方案,社会治理共同体必然会成为彰显“中国之治”制度优越性的现实图景。从理论的历史谱系来看,当前中国场域中社会治理共同体的理论之根是中国传统共同体思想,理论之本是马克思共同体思想,理论之用是西方共同体思想。国家治理场域中社会治理共同体构建,遵循了组织化、失组织化到再组织化的历史逻辑,秉承了从综合治理、协作治理到共同治理的现实逻辑,彰显了社会自治、社会法治与社会德治的未来逻辑。国家治理场域的社会治理共同体建设,需要通过“认识论”升华来重塑社会治理结构,需要通过“方法论”升华来重造社会治理过程,需要通过“价值论”升华来重置社会治理目标。

Social governance community has become a fundamentally important concept in political and academic discourses.The realization of the Chinese plan on what a society to be built and how to build it will necessarily show advantages of"Chinese governance".In pedigree analysis,social governance community in the field of national governance can be traced back to the traditional Chinese thinking of"community".It is later based on the"community"in Marxist theory and has borrowed the modern western theories on social governance community.The construction of social governance community follows the historical evolution from organization through de-organization to reorganization,experiences the practical progress from comprehensive governance through collaborative governance to co-governance,and shows development path from social autonomy to social rule of law and social rule of virtue.To construct this community,it is required to remodel social governance structure by epistemology,reconstruct social governance process by methodology and reestablish social governance goals by axiology.
