突发事件协同治理能力的影响因素及政策意蕴--基于扎根理论的多案例研究

Influential Factor Models and Policy Implications of Emergencies Collaborative Governance Capability——Multi-case Study Based on Grounded Theory

突发事件生成、演化和应对的复杂性,以及政府“单一”治理面临的挑战和协同治理面临的困难,使如何提升突发事件协同治理能力成为当代中国国家治理的一个重要问题。通过对突发事件文本案例的检索和大量阅读精选出十三个国内外典型案例,并通过扎根理论对案例资料进行开放式编码、主轴式编码和选择性编码,提炼出风险意识强弱度、危机信息公开度、应急处置科学度、资源支持充分度、治理主体包容度、权责结构合理度、危机问责公正度、学习反思深刻度和制度发展完善度等九个影响突发事件协同治理能力的因素。根据扎根理论,进一步将这九个因素归纳为风险认知、过程控制、结构优化和反思发展四个维度,从而构建出突发事件协同治理能力影响因素的四维向度模型。根据该模型,进一步探讨了推进突发事件协同治理能力的路径。

The complexity of the generation,evolution and response of emergencies,as well as the challenges faced by the government governance and the difficulties faced by collaborative governance,make how to improve the collaborative governance capabilities of emergencies become an important issue in contemporary Chinese national governance.Through the retrieval and extensive reading of domestic and international emergency text cases,13 typical emergency cases were selected,and the data of these cases were coded through grounded theory,in order to extract the factors that affect the collaborative governance capabilities of emergencies.The research shows that the collaborative governance capacity of emergencies are affected by 9 factors,such as the level of risk awareness,the disclosure of crisis information,the scientific degree of emergency response,the adequacy of resource support,the inclusiveness of governance entities,the reasonableness of the power and responsibility structure,the fairness of crisis accountability,the degree of profound learning and introspection,and the degree of institutional development and perfection.According to the grounded theory,these nine factors are further summarized into four dimensions,such as risk awareness,process control,structural optimization,and reflective development,so as to construct a four-dimensional model of the factors that affect the collaborative governance capabilities of emergencies.According to the model,the paths to promote the collaborative governance capabilities of emergencies are further explored.
