联合培养西藏地区竞技体育后备人才机制的深化研究

A Study on the Deepening of the Mechanism of“United”Training Competitive Sports Reserve Talents in Tibet

为了落实好国家体育部门对发展好西藏竞技体育所实施的联合培养机制。本文采用文献资料法、专家访谈法等研究方法,对联合培养西藏竞技后备人才机制实施一年多来的过程进行跟踪调查。发现:目前,联合培养机制缺乏整体的发展规划,用于指导实施;缺乏专项资金保障;地方政府、体育部门相关领导对联合培养机制关注度低;所选拔竞技后备人才注册管理问题;学生今后出路问题;援藏团队的不稳定性。建议:体育总局与西藏自治区体育局结合实际制定竞技体育发展规划;设立专项资金,保障该机制的实施;提高政府相关领导对该机制的重视;采用"双向积分制";顺应西藏体育产业发展,培养全面型体育人才;体育援藏干部与藏族干部角色互换。

In order to implement the joint training mechanism implemented by the state sports department for the development of competitive sports in Tibet.This paper adopts the methods of literature and expert interview to track and investigate the process of joint training of competitive reserve talents in Tibet for more than one year.It is found that at present,the joint training mechanism lacks the overall development plan to guide the implementation;the lack of special fund guarantee;the low attention paid to the joint training mechanism by the relevant leaders of the local government and sports departments;the registration management of the selected competitive reserve talents;the problem of students’way out in the future;and the instability of the rescue team.Suggestion:the General Administration should combine with the Sports Bureau of Tibet Autonomous region.To formulate the development plan of competitive sports;to set up special funds to ensure the implementation of the mechanism;to raise the attention of the relevant government leaders to the mechanism;to adopt the―two-way integral system‖;to conform to the development of Tibet’s sports industry and train all-round sports talents;and to exchange the roles of sports cadres in assisting Tibet and Tibetan cadres.
