社会治理创新是从政策制度层面化解新时代社会发展不充分、不均衡问题的必然要求,国家级新区是社会治理创新的新场域。国家级新区不仅需要充分发挥区域经济增长引擎作用,还应当有效提高社会治理的质量和效益,引领区域法治发展,促进社会全面发展。南京江北新区因其特殊的管理体制、优越的资源禀赋和健全的法治保障,具有推进社会治理创新的有利条件和良好基础。在新时代推进国家级新区社会治理创新,需要从理念、工具、格局、形态等层面整体发力,具体路径包括确立元治理的治理理念、运用网格化的治理手段、形成兼容式的治理格局和打造可视化的治理形态等。

The state-level new areas should not only need to develop economy,but also improve the quality of governance,and promote the all-round development of society.There is solid basis of governance innovation in Nanjing Jiangbei new area.It is necessary to innovate the governance of Nanjing Jiangbei new area from the aspects of concept,tool,pattern and form.The specific path includes the establishment of the concept of meta-governance,the use of grid governance means,the formation of inclusive governance pattern and the creation of visual govern⁃ance form.
